What do Chinese people think of security services?
In recent years, on many occasions throughout the country, there have been vicious incidents in which security personnel wantonly infringe upon the personal rights of citizens until they are beaten to death, which has aroused strong dissatisfaction among the masses. The prominent concern is: what are the legal powers of security personnel? Has this industry been incorporated into the effective rule of law management?
The question was not raised sharply. In the more than ten years since the meeting of the Central political and Law Commission formally proposed to "learn from foreign experience and set up security service companies in large and medium-sized cities" in 1985, the relevant competent departments have indeed noticed the problem of how to standardize the management of the security service industry. it's just that the steps taken in this regard always make people feel slow. During this period, many provinces and cities have formulated some local laws and regulations according to the local actual situation, standardizing some matters strongly reflected by the masses, but they still can not solve many practical problems existing in the security service industry from the legislation. Fortunately, after thousands of calls, in 2000, a national "Regulations on the Standardized Management of Security Service Companies" was finally issued, which can be regarded as a departmental regulation in the regulation and regulation of the legal system. However, it still cannot be called a "security legislation", because it still has a strong policy color, and the overall appearance is very thin, so people in the industry say that "it can't control much".
In fact, many people are not optimistic about the security service industry, and still regard it as a simple "housekeeping" business. Therefore, when selecting security personnel, they only pay attention to their physique and appearance, and do not pay much attention to their cultural knowledge. It is understood that in Shanghai and other places, most of the security industry employs some enterprises to wait for work and laid-off personnel; Beijing and Shenzhen and other places in addition to employing some demobilized soldiers, a large number of people from the surrounding rural areas to recruit workers. As some scholars have said: China's current "guard, guard, patrol, escort" and other security service projects are mainly focused on providing low-level services such as human guard. The service field is basically the traditional security service content. Single, basically not involved in high-level technical prevention and high-tech information network fields.
The seriousness of the problem is not limited to this. From the day when China was formally accepted as WTO on November 7, 2001, the crisis of "survival and development" has been put in front of China's security industry.
